`A total of ten special postage stamps is being issued in series during the period of five years from 1962 to 1966 for the First Five-Year Economic Plan by issuing two special postage stamps yearly. Marking the third year of the Economic Plan, two kinds of special postage stamp on fishery industry and oil refinery will be issued. Korea is so favorably located for fishery that its products embrace 75 varieties of fish, 20 kinds of shell-fish and 15 species of sea-weed. Fishery accounts for a significant portion of the nation`s gross national production. Fishery is also one of the most important foreign exchange earners of Korea next only to the mining industry. The First Five-Year Economic Plan, also through increasing investment on fishery industry, endeavers to construct the large-size fishing boats as well as modern facilities, and to modernize the fishery products processing industry. The achievement of long needed oil refining is a salute to Korea`s Five-Year Economic Plan. No doubt, it will play a leading role in the future development and progress of our industry. Its ultra-modern facilities and capacity will enable to supply the current civilian demand, and ultimately the military petroleum product consumption. It will produce eight petroleum products, including gasoline, presently. In addition, there is an opportunity for development of a petro-chemical industry. In order to make realization of the achievement of the Economic Plan widely to the public, the Ministry issues two special postage stamps which represent fishery industry as being prospective venture of national economy and refinery plant as being motive of industrial development on June 15, 1964.`
