`The Colombo Plan is a plan for the Co-operative Economic Development of South and South-East Asia. It had its inception at a meeting of the Commonwealth Foreign Ministers held in Colombo in January 1950; hence the name the ``colombo Plan``. When the Colombo Plan was drawn up in 1950, the members of the Plan were the Governments of the Commonwealth countries only. Very soon all the countries of the area entered the Plan and non-Commonwealth countries from outside the area, namely, the United States of America and Japan also joined. The present membership includes 23 countries. International co-operation for economic development of under-developed countries is primarily a post-war feature. In South and South-East Asia, this co-operation has manifesteditself through the Colombo Plan, the programmesof the United Nations and its Specialized Agencies and through bi-lateral aid programmes sponsored by some countries. The Colombo Plan is an international programme which is bi-lateral in operation even though it is multi-lateral in approach. The objective of the Plan is to enable the member countries to overcome the difficulties that arise in the implementation of their development programmes. This assistance may take the form of capital aid i.e. the construction of irrigation dams, power houses, industrial plants etc. and the supply of experts to perform various technical tasks; the exchange of students and trainees to learn new skills or attain higher proficiency in skills. Korea was unanimously entered at the 14th Consultative Committee held at Melbourne, Australia, in 1962. Her attainment of its membership has the big significance in economics, politics and in culture. In order to make realization of the Plan widely to the public and to promote mutual understanding and co-operation among member countries, this Administration issues a commemorative postage stamp on Colombo Plan Day, July 1, 1964.`
