`August 17, 1964 marks the 15th Anniversary of our joining the World Health Organization(WHO), specialized agency of the United Nations. The Constitution of WHO was drawn up in conformity with the Charter of the United Nations by an international conference in New York in 1946 and ratified by 26 UN Member States on 7 April, 1948. Republic of Korea was accepted as full member country at the second general meeting of WHO held at Rome in 1949. Under an agreement signed between WHO and Korean Government on September 21, 1951, and ever since the Organization has provided technical assistance and sent experts to Korea every year. Comprising 120 Member States including 3 Associate Members, WHO now provides world-wide service which became a fundermental instrument in maintaining and promoting the sanitation and health of the world today. Its major functions are the adoption of the international sanitary regulations, the classification of diseases and causes of death, biological standardization and the rapid information about the occurence of quarantinable diseases anywhere in the world. On the occasion of the 15th Anniversary of joining the WHO, this Administration issues a 4 Won postage stamp to commemorate the event and to encourage further support by the people at home and abroad.`
