International Telecommunication Union (ITU) is the UnitedNations specialized agency for information and communication technologies (ICTs). It allocates global radio spectrum and satellite orbits; develops telecommunication technical standards to ensure the advancement of ICTs and networks;and leads the effort to improve access to ICTs to communities worldwide. Originally established under the name of International Telegraph Union in 1865, ITU is the oldest intergovernmental organization in the world. Korea joined the membership only in 1952, but it has become an ICT powerhouse and has served on the Council for six consecutive terms. The ITU Plenipotentiary Conference will be held for three weeks from October 20 to November 7 in Busan, Korea. Held every four years and often referred to as the “ICT Olympics,”the ITU Plenipotentiary Conference is the top-level decisionmaking body of ITU. This year, representatives from 193member states and individual members from 840 businesses, research institutes and academia will be participating in the Conference to exchange ideas on key issues in ICTs and future policy directions. As a host country and chair of the Conference, Korea anticipates that the organization, approaching its 150th anniversary, will make some critical decisions to change the future course of ICT, and that the gathering will be an event celebrated by many people around the world. Korea Post will be issuing four commemorative stamps in the hope of Korea’s advancing from a leader in ICT and infrastructure to a powerhouse in ICT policies through the success of the ITU Plenipotentiary Conference in Busan. The stamp designs will each feature the logo of the ITU Plenipotentiary Conference; a bongsudae (beacon fire station), which symbolizes Korea’s traditional means of longdistance information communication; Jeju jeongnang (gate poles), which has long served as a home owners’communication tool for visitors using the ternary system and is often regarded as a precursor of digital era; and the Gwangan Bridge, a landmark of host city Busan and the quintessence of a perfect harmony between nature and modern architecture.
