`September 15, 1964 marks the 90th anniversary of the First International Congress convened for the establishment of the Universal Postal Union. This Congress, participated by 21 nations including the United States of America, Germany, France etc., was held on September 15, 1874 in Bern, Swiss. Forming the singly postal territory of the whole world, the organization has greatly contributed ever since to the development of international cooperation for the free exchange of the thought and material between the nation and solidly stands as a unique simbol of the world peace and solidarity among the nations. Today, comprised of 125 member countries, it is the largest international body among the international organizations.
Korea participated the 5th UPU Congress of Washington in 1897 and her membership was sanctioned on January 1, 1900.
On this auspicious occasion of the 90th anniversary of the UPU, this Administration issues the commemorative stamp, once again pledging herself to dedicate to the principles of the UPU.`
