`On October 15, 1966, Seoul National University will commemorate the 20th anniversary of its foundation. Following the historical turning point marked by Liberation Day, an event of national exultation and enthusism, this country faced the challenging work of building a new independent and democratic nation, thereby necessitating the reorga ization and enlargement of educational institutions in this country. On August 22, 1949, ``Seoul National University Establishment Law`` was promulgated to establish a modernized large-scale multi-university, with a view to improving system and function, both in quality and quantity, of college education, the highest educational institution and in accordance with this law, Seoul National University, the first national university of the nation was established on October 15, 1949, by integrating and reorganizing the old Kyungsung Imperial College and other several college. After a steady and remarkable progress has been made over its 20 years history, the national university, with 9 colleges and one graduate school at the outset, today has grown into a sizable university, commonly regarded as the academic center of the nation, that comprises, 11 colleges 6 graduate schools and many other research institutions. The feats achieved by the study of national cultures and other academic fields more worthy of our cogratulations and esteems. A nation`s tomorrow may well depend upon the success of education in that country and it is the high standard of culture that gives a people a national pride. On the occasion of the 20th anniversary of Seoul National University, it is our desire that Seoul National University will continue its sincere and profound, intense and steady study for the prosperity and glory of this nation, fulfilling its commitment to the nation as torch-bearer. The Ministry of Communications joins, with the whole people, in congratulating on the 20th anniversary of Seoul National University by issuing a commemorative stamp.`
